Statement
The past week has witnessed the two-year anniversary of the Syrian dignity revolution which starting its third year in progress and action..
On this occasion, the Syrian Organization for Human Rights would like to simplify the following facts to your attention:
Firstly:
– During the first year of the Revolution, the UN Security Council has kept a distance from performing its duty in controlling and keeping international peace and security; also it has referred the Syrian case to Arab League which is in short of so many enforcement mechanisms. During this period, many victims have been falling in Syria, where they have reached / 10,460 victim / in the period between 15/3/2011 which is the beginning date of the popular revolution in Syria, in accordance with the date of submission of the UN envoy Kofi Annan for his plan on 03.10.2012 .
The average killed victims reached 29 Syrian every day.
– On the date Between 10.03.2012 and 02.08.2012, when the international envoy “Kofi Annan” has submitted his resignation due to the failure of his plan which completely was lacking no consequences, in the event of no complicity on the side of the regime. We strongly believe that the UN Security Council has conspire with this regime which led to the killing of / 12452 victims within 143 / day.
An average of / 87 / victim every day ….. (Double the previous number)

– On the date between 08/02/2012 which is the date of the resignation of Kofi Annan, and the date on 08/16/2012 which is the date of ALakhdar Brahimi ‘s mission approval, the number of victims reached / 2831 victims/ within / 14 days/ only.
. An average of / 202 / victim every day
– On the date between 08/16/2012 which is the date of ALakhdar Brahimi ‘s mission approval and until the date of 15.03.2013 which is the anniversary of the two full years of the beginning of the Syrian revolution and the anniversary of entering its third year. During this period the Syrian Human Rights has recorded /27879 victims/, that is equal to the age of the International envoy of ALakhdar Brahimi ‘s mission, during his mission more than /37136 victims/ got killed.
– . An average of / 224 victims every day
– We would like to make a note here that this is what we could to document, in spite of what we are running through as a force majeure, although we could not documented all other victims, that only God knows the fact of their numbers.

By following the escalation paths in the frequency of the daily killing, we find that the main reason behind this mass killing by the regime was the political way of resolving the Syrian crisis, supported by the complicity of the UN Security Council and not because of the Security Council delay in performing its duty.
– This situation has given the opportunity to the Syrian regime to be in a position to sophisticate the methods of daily murdering our Syrian people, by using all kind of weapons, such fixed-wing military jetfighters, long-range ballistic missiles and all varieties of internationally proscribed munitions, in addition to the field executions and collective massacres that have become too numerous to count.
– Secondly
During the last year of the age of the Syrian revolution, it was clear, that the Syrian regime was looking for an excuse to use the chemical weapons, by set out a video on line pretending that the Syrian free arm has captured in their hands a chemical weapon.

After investigating who made that video, we found the fact
That the Syrian regime has manufactured this video tape on line, by saying so, I want to emphasize the fact that the Syrian free army does not own any chemical weapons at all, and this is a mere lie.
It was the intention of the regime to accuse the armed rebels for using the chemical weapons by spreading this video out on line. It has become a malice habit by the regime, since its fighter jets start shelling some area in Syria, with kind of gas bombs, unidentified and unknown, which are not explosive and limited.

It also coincided with media leaks especially by the American channel “NBC” , which said that the Syrian regime preparing for the use of chemical weapons against its people, the source of the NBC, was related to governmental and military American sources.
At a later stage, the Syrian intelligence -regime drama has been revealed and exposed to public untrue, that suggests to the world that the armed opposition got access to the chemical weapons.
This video was posted recently and it appears that the subject completely apocryphal by the Syrian regime, and this video was poorly directed and produced, in what is believed that this video was produced by what we call the Syrian regime electronic army.
But certainly this subject indicates the bad intent of the regime to use chemical weapons themselves and blame the Syrian Free Army for that crime…

At the same time, the Syrian regime pre-empted events and sent through the Ministry of Foreign Affairs and expatriates two identical letters addressed to the President of the Security Council and Secretary-General of the United Nations on 8 December 2012 under the issued document 2012- 917 S and 67-628E in which confirmed that the Syrian regime has already expressed serious fears that some countries will support terrorism and terrorists by providing them chemical weapons to arm terrorist groups who will claim that the Syrian government is the one who used them. ”
Also these documents have warned the international community of the seriousness of the failure of to address the access of such banned types of weapons into the hands of al-Qaeda and Al-Nassraha terrorist Front, after these terrorist groups control a plant belongs to a private sector, east of the city of Aleppo , which contains tons of toxic chlorine , reminding also about the media reports which were alluded to before, in the preceding paragraph, alleging that members of al-Qaeda were storing chemical munitions at a Laboratory near the Turkish city of Gaziantep, and they have threaten to use it later, claiming that the Syrian government is behind the use of these weapons …..!!
The ministry pointed out that the videos posted online at the time and explained the process to make the toxic gases through the chemicals obtained by al-Qaeda from a Turkish company and have been tested on living creatures ….. These videos shot were proved later, that they were fabricated by the Syrian regime.
these two letters confirmed that what encourages terrorists is the international community’s failure to respond to them, and failure to confront the calls from some EU countries to arm the arm the fighters, pretending that the Syrian regime will not use chemical weapons against his own people .. Also the letters confirmed the necessity to put an end to financial, logistical , political and media support given to the opposition and those who provide such support do not think of the consequences leading to shed the blood of innocent Syrians.
But the fact of the matter, there were victims of chemical weapons such children , elderly and women, as a result following the air raids by the Syrian regime in which he launched chemical munitions raids on civilians as it happened in Alme-Adamiah area during the second year of the revolution.
We are sure, that there are non-traditional things were and still targeting civilians in what is believed to be advanced Russian technology, but we do not know exactly what they are and not the nature of the toxic effects of future.

Thirdly:
Khan El-Assal village: this village is located at the Mount Simon” Sem-aan” in south-western side of the province of Aleppo. On the third of March the Syrian Free Army was able free Khan El-Assal and to extend its control over the area, after fierce battles centered in the vicinity of a police school, which claimed the lives of more than 120 of the regime soldiers, according to preliminary information / in addition to more than 60 opposition fighters.

The Syrian regime and armed opposition forces exchanged charges and responsibility for what happened and both demanded an international investigation of the incident.
– At the time in which the Syrian Free Army put the blame on the regime military jet fighters which bombed the area of Khan El-Assa,l and the Syrian Free Army was able to monitor communications between leaders of the military regime, in which they blame each other on the bombing of a particular area by mistake The Syrian Free Army had managed to hit the majority of watchtowers used by the regime jet fighters which launch air strikes against civilians and opposition sites. This is what made the regime military planes hit by mistake wrong targets.
– the Syrian regime and its partners launched huge media campaign, in which the Deputy Foreign Minister of the Syrian regime announced that the operation was behind the missile fired by opposition forces, and that the Syrian regime does not use such ammunition against his own people and that what happened in Khan El-Assa,l is an evidence that all the accusations directed the Syrian regime are void and not realistic, and these accusation were well prepared for this criminal act, and that the Syrian authorities examine the soil, place, and they will report it to those experts who deal with it .
the Deputy Foreign Minister of the Syrian regime called on the international community to be on alert because the armed terrorist opposition groups will not undermine Syria alone but of the whole region …. And that the Syrian regime would send a letter to the UN Security Council requesting to put an end to the terrorists acts and their supporters … And that the international community previously got to know the real intentions of the armed opposition, where there were true evidences about the tests carried out by these groups on such weapons “and this is a refer to the videos contained in the introduction to this statement,” especially referring to those groups who had already dominated earlier a laboratory for the production of chlorine This is what may have used by them in this incident. These were the words of Deputy Foreign Minister of Syria
“Kindly, be aware that the previous mentioned letter in the introduction to this statement, dated 8 December 2012 addressed to the President of the Security Council and Secretary-General of the United Nations in which the Syrian regime set the the cradle through which they prepare the atmosphere for such a stage”
– On other side, Tehran announced through its Foreign Ministry a strong condemnation of the use of chemical weapons in Aleppo by the Armed Syrian terrorist groups, and describing it as a step hostile to humanity, and advocating human rights organizations to condemn this heinous crime and to assume its responsibilities in this area, also condemned the armed opposition groups and the countries that support those groups alike.
– The Russian Foreign Ministry also announced that the use of chemical weapons by the armed opposition in Syria is serious and worrying development and escalate the confrontational in Syria to new levels.
At the same time, the weak and soft positions continued by the American administration, that still warns against the use of these weapons or the warning not to fall into the wrong hands after the Syrian regime confirmed possession of these weapons in the past year.
Fifth:
Syrian Organization for Human Rights and based on:
– The rising graph of the human and humanitarian cost, consistent with the escalation of international hypocrisy and complicity by the UN Security Council, which previously recognized facts and figures in the introduction to this statement.
– And based on the visit of the U.S. President “Barack Obama” to Israel, and his statement today from Tel Aviv, in which only referred to the shelling , targeted the Syrians with chemical weapons, as a fatal error ….!!
President Obama, today, on a visit to the Government of the extreme right in Israel, supporting its strategy that the extreme right to continue in power and monopoly in the face of peace and moderation groups within the Israeli society on the one hand …… And to ensure that the extreme right military to maintain its strategic superiority and thus giving priority to the option of war against peace on the other hand …. And to ensure that the extreme right in Israel, will maintain the flow of financial aid, which amounted to / 68 / billion dollars so far from a third party.
– And based on the policy of foggy vision and shuffling papers by the Syrian regime and its partners, Iran and Russia, in order to create a state of ignorance and loss of responsibility.
We do believe that the Syrian crisis on its way to a critical juncture, through evident features of an escalating murder rate, according to what is clearly at the forefront of this statement and continued style of action and methods in raising the number of high homicide rates by using weapons of mass destruction ” such as Chemical and germ weapons which are internationally banned” Persisting in committing war crimes and crimes against humanity. These crimes were clearly committed during the last two days, especially that horrific massacre committed by the Syrian regime lately in Tel El-Zarazeer, near Aleppo resulting in demolishing four buildings over the heads of its inhabitants, as well as the massacre in Hai El-Skary area in Aleppo, and the bombardment of the town of Sefaira by cluster bomb, and most of the shelling of Aleppo and Damascus and its countryside, including “Babila and Adra, Almoadamia , Darya , Harasta, Alexsoh”, Deir al-Zour and its countryside, Homs and its countryside, including “Khaldiya and Baba Amr, Al-Wair, Rastan and many besieged areas in Homs “and many regions of the province of Raqqa city, as well as the province of Quneitra especially” Beit Jann “and Lattakia especially” Jabal El- Turkmen and the village of Beit Awan “and many regions of the province of Hama” Kvrnaz and others “.
The Syrian Organization for Human Rights, sees that the Syrian government should be investigated by the United Nations immediately by the special commission of inquiry in Syria and by a special rapporteur on Syria and that both sides should do their duty through putting the responsibility on those who monopoly the political decision , that is the international “UN Security Council” and to impose measures on the ground which will guarantee to stop the crimes of genocide, and to prevail peace and justice by finding the truth and punishing the perpetrators and to justice and rights through holding the criminal regime accountable for his crimes, also to compensate the injured victims, otherwise the Syrian crisis possibilities and destiny will be fearful and will end in a catastrophic end and only God knows its consequences.
