دولة إسرائيل  العاصية للقانون الدولي و المتهمة بإقتراف الجرائم  ضد الانسانية و جرائم الإبادة الجماعية

الموضوع

إقتراف إسرائيل لجريمتي  العدوان و الإرهاب الدولي  بحق الشعب السوري

إستغل رئيس الحكومة الاسرائيلية و من ورائه مجلس وزرائه المتطرف البروبوغندا الاعلامية التهويلية عن الإسلام في شن عملية عدوان وحشي على الأراضي السورية براً و بحراً و جواً و ذلك في أعقاب إنتصار الثورة السورية قبل نحو / 48 / ساعة منتهكاً بذلك اتفاقية فض الاشتباك لعام 1974 في تحد سافر للقانون الدولي الذي جرّم العدوان مثلما جرّم الارهاب الدولي الذي تمارسه اسرائيل في تحد للسلم و الأمن الدوليين.

– فعلى مدى اليومين السابقين استهدفت اسرائيل أكثر من / 480 / هدفاً تعود للشعب السوري، في إطار بنك معلومات يضم جميع مواقع الأسلحة الاستراتيجية و العتاد العسكري العائد للشعب السوري بالإضافة للمقار الأمنية التي تحتوي وثائق و صور و معلومات تثبت التعاون الأمني ما بين اسرائيل و النظام السوري البائد على مدى عقود ما بعد أحداث 11 أيلول في نيويورك، هذا عدا عن أن اسرائيل  احتلت المنطقة العازلة بمساحة / 235 / كم و انتقلت لعمق الأراضي السورية و بحسب ما نمى إلى علمنا أن جحافلها و مجنزراتها وصلت لمشارف دمشق و تطلق النار على كل من يتحرك و بالأمس قتلوا بدم بارد أربع ضحايا و عدد من الجرحى وهو ما يشكل بمجموعه جريمة عدوان كاملة الأركان نظراً لعدم وجود حالة دفاع مشروع عن النفس من جهة، و عدم إنسحاب الحكومة الجديدة بسوريا من معاهدة فض الاشتباك من جهة أخرى.

– كما استهدف الطيران الحربي الاسرائيلي مركز البحوث العلمية في منطقة جمرايا على تخوم دمشق بزعم وجود مستودعات سلاح كيماوي و تسبب بحالة هلع شديد في العاصمة بعد أن نشر إشاعات بضرورة إلتزام المنازل لمدة شهر كامل مع الكمامات نتيجة تسرب الغازات السامة الكيماوية التي قالت اسرائيل أن اليد الأمينة عليها سقطت بسقوط النظام البائد…!

نلفت عنايتكم أنه سواءاً النظام المخلوع أو الثوار لم ينسحبوا من معاهدة فضك الاشتباك، كما أن كلا الطرفين كانا قد إلتزما بمعاهدة حظر السلاح الكيماوي و البروتوكول الملحق به و أبدوا استعدادهما لإستقبال أي فريق تفتيش ترسله منظمة حظر الكيماوي لكن ذلك لم يشفع من استهداف المبنى و إحراقه رغم ما اكتنف ذلك من خطورة تعريض سكان مدينة دمشق للغازات السامة ” حال وجودها “.

عطوفة الأمين العام :

الجميع يعلم أن طفل الإدارات الأمريكية المدلل نتنياهو طويل اللسان و قليل الأدب في مواجهة كل من ينتقد جرائمه و قباحاته و هو كثيراً ما يستعمل بروبوغندا العداء لليهود و السامية في مواجهة كل من يشير لجرائمه بإصبع الاتهام في محاولة منه لفرض حالة من الإرهاب الفكري على ضمير العالم الحر.

 و مع الأسف يشاركه هذا السلوك الشائن الوقح العديد من المؤيدين له في الإدارات الأمريكية المتعاقبة.

مع ذلك أجد نفسي مضطراً لتذكيركم بأن إتفاقية فض الاشتباك لعام 1974 تتضمن بالقسم الثاني منها قوة مراقبة دولية عدادها / 1250 / جندي مخولين بهذه المهمة.

  و هذه القوة ” الأندوف ” مخولة بتقييم ما يجري و القيام بما يلزم لضمان حسن تطبيق الاتفاقية التي لم تنسحب منها الحكومة السورية الجديدة و التي لا يحق لإسرائيل الانسحاب منها بإرادة منفردة و إلا تدخل أعمالها تحت دائرة إقتراف جريمة العدوان.

لما سبق بيانه من أسباب، و نظراً لوجود حالة إنتقال سياسي بالسلطة في سوريا لم تكتمل بعد و حكومة قيد التشكيل فإني أتقدم إليكم مطالباً بأن تتحمل منظمة الأمم المتحدة مسؤولياتها و تدعوا لعقد جلسة طارئة لمجلس الأمن الدولي على إعتبار أن ما تقترفه اسرائيل من جرائم و قباحات يهدد السلم و الأمن الدوليين.

 و بما أن مجلس الأمن الدولي سيكون مشلولاً بمفاعيل الفيتو الأمريكي فإني أطالب بإحالة النزاع بعد استخدام الفيتو الأمريكي، للجمعية العامة لعقد جلسة استثنائية عملاً بآلية متحدون من أجل السلام أسوة بما تمّ إبان مناقشة الوضع في أوكرانيا و إلزام اسرائيل بالعودة لخط وقف إطلاق النار بأسرع وقت ممكن و عدم شرعية  أي إعتراف لإسرائيل بمشروعية إحتلالها لأراض الآخرين.

Complaint to the Honorable Secretary-General of the United Nations

Against

the State of Israel that is in defiance of international law and accused of committing the most heinous crimes against humanity and crimes of genocide.

Subject

Israel’s commission of the crimes of aggression and international terrorism against the Syrian people

Following the victory of the Syrian revolution on December 8, Israel exploited scaremongering media propaganda about Islam to launch a brutal aggression on Syrian territory by land, sea and air, thereby violating the 1974 Disengagement Agreement.  This represents a blatant challenge to international law, which criminalizes aggression as it criminalizes international terrorism, practiced by Israel as clear threat to international peace and security.

Over the past two days, Israel has targeted more than 480 targets belonging to the Syrian people, within the framework of a data bank that includes all strategic weapons sites and military equipment belonging to the Syrian people.  It has also targeted security headquarters that contain documents, photos and information proving the security cooperation between Israel and the defunct Syrian regime over the decades after the events of September 11 in New York.This is in addition to the fact that Israel occupied the buffer zone with an area of ​​235 km and moved deep into Syrian territory, and according to what we have learned, its hordes and tanks reached the outskirts of Damascus and are shooting at anyone who moves. Yesterday, they killed four victims in cold blood and a number of wounded, which together constitutes a full-fledged crime of aggression due to the absence of a state of legitimate self-defense on the one hand, and the failure of the new government in Syria to withdraw from the disengagement treaty on the other.

The Israeli warplanes also targeted the Scientific Research Center in the Jamraya area on the outskirts of Damascus, claiming that there were chemical weapons warehouses there.  This caused a state of extreme panic in the capital after spreading rumors about the need to stay at home for a whole month with masks due to the leakage of toxic chemical gases, which Israel said were no longer in “safe hands” due to the fall of the former regime. We would like to draw your attention to the fact that neither the deposed regime nor the revolutionaries have withdrawn from the disengagement agreement, and both parties have committed to the Chemical Weapons Convention and its attached protocol, and have expressed their readiness to receive any inspection team sent by the Organization for the Prohibition of Chemical Weapons, yet none of this deterred Isreal from targeting the building and burning it, despite the danger of exposing the residents of Damascus to toxic gases if such exist.

Your Excellency:

Everyone knows that the spoiled child of American administrations, Netanyahu, is impudent and ill-mannered in the face of anyone who criticizes his crimes and ugliness, andoften uses propagandistic accusations of anti-Semitismagainst anyone who points a finger at him, attempting to impose a state of intellectual terrorism on the conscience of the free world. Unfortunately, many of his supporters in successive American administrations share this shameful and insolent behavior.

However, I find myself compelled to remind you that the 1974 Disengagement Agreement includes in its second section an international monitoring force of 1,250 soldiers authorized for this mission.

This force, UNDOF, is authorized to assess what is happening and to do what is necessary to ensure the proper implementation of the agreement from which the new Syrian government has not withdrawn and from which Israel has no right to withdraw unilaterally, otherwise its actions will fall within the scope of the crime of aggression.

For the reasons stated above, and given the existence of a political transition of power in Syria that has not yet been completed and a government still in formation, I come to you demanding that the United Nations assume its responsibilities and call for an emergency session of the U.N. Security Council, considering that the crimes and atrocities committed by Israel threaten international peace and security. Since the U.N. Security Council will be paralyzed by the effects of the American veto, I demand that the conflict be referred, after the use of the veto by the United States of America, to the General Assembly to hold an extraordinary session in accordance with the United for Peace mechanism, similar to what was done during the discussion of the situation in Ukraine; that Israel be obligatedto return to the ceasefire line as soon as possible; and that any recognition by Israel of the legitimacy of its occupation of the lands of others be rejected as illegitimate.
